Sir E. Goschen to Sir Edward Grey.--(Received November 20.)

Berlin, November 16, 1911. WITH reference to my despatch No. 132 of the 9th May last, I have the honour to report that the Bill dealing with the issue of shares for small amounts within the administration of the consular courts and the protectorate of Kiaochow again came before the Reichstag on the 14th instant. Herr von Kiderlen-Waechter urged the House to accept the Bill, pointing out that German firms were otherwise compelled to place themselves under English law. As a matter of fact the prospects of the Bill appear to be more favourable than they were in May last. A proposal on the part of the National Liberals to refer the Bill to a special commission was rejected. It was, on the other hand, referred to the Budget Commission. The "Kölnische Zeitung' publishes a Berlin telegram stating that it is the business of the Budget Commission to see that the Bill thus entrusted to them is not rejected a second time, but that it becomes law in a form which may be of some use.
